Under the Scrap Metal Dealers Act 1964, no person may carry on the business of a scrap metal (recycling of old or damaged metals) dealer unless they are registered to do so by their local authority.
In addition to registration, the dealer must keep at each registered scrap metal store, a book detailing all scrap metal received at that place and all scrap metal either processed at or dispatched from that place.
A Scrap Metal Dealer may apply to Oxford City Council for registration if his or her business meets the following criteria:
(a) occupies a scrap metal store in the Councils area: or
(b) have their place of residence in the area: or
(c) occupies a place in the area wholly or partly for the purpose of their business
The Act provides that any person who carried on business as a scrap metal dealer without being registered is liable, on summary conviction, to a fine not exceeding level 3 on the standard scale.
Before registering as a scrap metal dealer, or to renew your registration, you are required to complete an application form and provide relevant information.

You must notify us in writing within 28 days of any alterations to your or your business' particulars, or if the business ceases to operate.
Registration lasts for 3 years.
The completed application form should be returned to the Licensing Team at the address shown on the form or at the bottom of this page.
Conditions of Registration

Currently there is no fee applicable to register as a Scrap Metal Dealer in Oxford.
