Our Home Energy Conservation Act (HECA) Report summarises the home energy conservation measures that we carried or been instrumental in.
There is a particular emphasis on significant upgrades to council housing stock as well as provision of energy advice and other support to council tenants from our own Energy Advice Officers.
The report also demonstrates our use of Energy Company Obligation (ECO) Flexible Eligibility funding for improvements to park homes and the use of our own winter warmth grant to pull in additional funding to support Oxford residents.
Our report examines the data and issues for Oxford in terms of fuel poverty and hard to treat properties, and the ability to target help at people in need. It also gives some detail on past, current and planned work.
The three main strands of the our approach are:
- strong and long commitment of the council to carbon reduction work across sectors
- progressive work in the private rented sector pushing the restrictions from the Energy Act, and promoting and providing funding
- commitment to targeting fuel poverty and using data to lever in external funding to tackle this in Oxford
