Littlemore Neighbourhood Plan - Public Consultation

In accordance with Regulation 16 of the Neighbourhood Planning Regulations 2012, Littlemore Neighbourhood Forum have submitted their Neighbourhood Development Plan to Oxford City Council, as the Local Planning Authority, to ‘publicise their Plan Proposal.’ The City Council are therefore seeking representations on the ‘Plan Proposal’ prepared by the Forum.

Consultation periodThe consultation period on the Littlemore Neighbourhood Plan runs for 6 weeks from Monday 28 October to Monday 9 December 2024.

Next Steps

Following the consultation the plan, its supporting evidence and any representations that are made will be sent to an independent examiner.  Any comments received will be considered by the Examiner.

The independent examiner will consider whether the document:

  • meets the Basic Conditions
  • is Legally Compliant

Legal requirements

To comply with the legal requirements, the Littlemore Neighbourhood Plan must:

  • be submitted by a qualifying body
  • set out policies in relation to the development and use of land
  • state the period in which it is to have effect
  • not contain policies that relate to excluded development (e.g., county matters and Nationally Important Infrastructure Projects)
  • not relate to more than one neighbourhood area

Basic conditions

To comply with the Basic Conditions, the Littlemore Neighbourhood Plan must meet the following:

  • the plan has regard to national policies and advice contained in guidance issued by the Secretary of State
  • the plan contributes to the achievement of sustainable development
  • the neighbourhood plan is in general conformity with the strategic policies contained in the development plan for the area of the authority (or any part of that area)

General advice on responding to the consultation

If you are seeking a change to the document, please check that you:

  • make it clear in what way the document does not meet the basic conditions tests or legal requirements
  • state precisely how and why you think the document should be changed.

If you are part of a group who share a common view on how the document should be changed, it would be very helpful for that group to send a single response that represents the view, rather than for many individuals to send in separate comments that repeat the same points. In such cases the group should state how many people it represents and how it has been authorised to do so.
