We carry out administrative and enforcement functions of the Licensing Authority in relation to the Council’s statutory duties for the licensing of:
- Alcohol / Entertainment / Late Night Refreshment (Licensing Act 2003)
- Betting & Gaming (Gambling Act 2005)
- Sex Establishments (Local Government (Miscellaneous Provisions) Act 1982)
- Taxis & Private Hire (Town Police Clauses Act 1847 & Local Government (Miscellaneous Provisions) Act 1976)
- Scrap Metal Dealers & Motor Salvage Operators (Scrap Metal Dealers Act 2013)
- Road Closures for Events & Street Parties (Town Police Clauses Act 1847)
Taxis and Private Hire
Hackney Carriage and Private Hire Vehicle Licences and Hackney Carriage and Private Hire Driver Licences.
This authority is under a duty to protect the public funds it administers, and to this end may use the information you have provided on the vehicle and driver application forms for the prevention and detection of fraud. It may also share this information with other bodies responsible for auditing or administering public funds for these purposes, such as HMRC. In addition we are also obliged to share with Defra vehicle data, including vehicle registration number, under The Air Quality (Taxi and Private Hire Vehicles database) Regulations 2019 (external link to the GOV.UK website)
Enhanced Disclosure & Barring Service (DBS) Certificate
The grant / renewal of a licence are subject to an Enhanced Disclosure & Barring Service check. The DBS check is carried out every three years or sooner if the Licensing Officer has reason to believe that it should be. All Licence Holders must sign up to the DBS Online Update Service and maintain the service which allows for instant online check to be carried out. Please be advised that it is the applicant’s responsibility to read the DBS Standard / Enhanced Check Privacy Policy for applicants and understand how the DBS will process any personal data and the options available to the applicant for submitting an application.

Personal Licence Holder
This Authority is under a duty to protect the public funds it administers, and to this end may be required to use the information you have provided on the Personal Licence Application Form for the prevention and detection of fraud. It may also be required to share this information with other bodies responsible for auditing or administering public funds for these purposes, for example HM Revenue & Customs.
All data will be held securely in line with the Data Protection Act 2018 and Oxford City Council’s Privacy Policy.
We will hold your data for the duration of your licence. When your licence lapses, we will hold your data for 2 years from the date of lapsing.
