It is unlawful for a Hackney Carriage or Private Hire vehicle licensed by us to be driven on the highway without a current Certificate of Compliance. The duration of these certificates is set out below.
Vehicle Standards for Compliance Tests
In order to obtain a Certificate of Compliance, your vehicle must conform to all of the Conditions of Fitness applicable to it as described in the taxi vehicle licence application pack.
A Certificate of Compliance Test is not simply an M.O.T., it also requires the vehicles to comply with the standards set by the Council, which include the overall visual standards of the vehicle. All vehicle owners are expected to maintain their vehicles to an "exceptional condition", which is defined in the Taxi Licensing Exceptional Condition standards
All vehicles licensed or to be licensed by this Authority are required to undertake the Certificate of Compliance Test at the approved testing station – Oxford Direct Services, Motor Transport Section, Marsh Road, Cowley, Oxford, OX4 2HH, Tel: 01865 252944.
Duration of Certificates of Compliance
From 1 August 2018 the new Certificate of Compliance for any vehicle may be renewed up to 28 days in advance of expiry and it will be dated to expire 12 months from the expiry of the previous certificate for any vehicle that is less than 3 years of age and 6 months from the expiry of the previous certificate for any vehicle that is 3 years of age and more.
When presenting the vehicle for licensing or re-licensing you must ensure that the date of issue of the certificate of compliance is not more than 28 days prior to the date of issue of the licence.
The Council reserves the right to extend or shorten the above periods subject to the minimum and maximum durations given above. Each case will be decided upon its own merits.
Should a licensed Hackney Carriage or Private Hire Vehicle fail the Certificate of Compliance test on dangerous or major category, the vehicle shall be issued with an immediate suspension notice due to a non-compliance with Council requirements and criteria of fitness.
