Conclusion
The HMO licensing scheme continues to operate across the city, and the drive for increased compliance appears to be having an impact. However, the Council are still finding HMOs operating without a licence and these often are also lacking in good property management. The citywide selective licensing scheme, which is now operating, is also having an impact upon the identification of unlicensed HMOs especially in relation to properties poorly converted into flats.
